Cache History

If FireFox is using a Cache to retrieve a web page, wouldn't Scanner give incorrect results? Every time Scanner does a check for changes, it seems like it would be getting an old web page which wouldn't have changed. Or does Scanner have a way to get the most up to date page?

I'm not sure.. why would firefox use a cache instead of retrieving the page from the internet?
